Bill Analysis

SB 695 proposes to create an interim committee which would study the feasibility and desirability of creating and maintaining further coastal barriers in Texas, namely to protect against storm surge damage to the Gulf Coast. SB 695 also specifies the qualifications that committee members would be required to possess. It also requires that, should the bill pass, the committee must submit a report of its findings to the governor and the legislature no later than December 1st 2016.

SB 695 does not authorize any new construction projects but simply allows for the creation a new interim committee. Members are chosen from among the legislature and the fiscal impact is neutral. The actual results of the potential committee report are not known. For these reasons we are neutral on SB 695.
