Relating to the duty of the Water Conservation Advisory Council to submit a report and recommendations regarding water conservation in this state.

Bill Analysis

SB 551, if passed, would modify the Water Code by placing an additional Requirement on the Water Conservation Advisory Council. Currently the Council is required to submit a report to the governor, lieutenant governor, and speaker of the House which details steps taken towards water conservation in Texas. SB 551 would require that this report also include recommendations for legislation which would advance further water conservation.

Vote Recommendation Notes

SB 551 would place additional reporting requirements on a council commissioned by the legislature. Though we are wary of what future legislation the council may suggest, their report would only make recommendations; authority to act would still lie with the legislature. Ultimately, because this does not affect our liberty principles, we are neutral on SB 551.
