Bill Analysis
SB 453 changes the standard from the 60th percentile to the 50th percentile for the exam grade required for primary education students in sixth grade and above to attain college credit via an exam through the College-Level Examination Program (CLEP). According to the bill author, most community colleges and universities require exam grades in the 50th percentile and above to earn course credit through a CLEP exam while under current law high school students are required to attain a higher grade to earn credit for the same exam. The purpose of this legislation is to remove the disparity and align the exam credit requirements for all students who wish to earn college credit through CLEP.
Vote Recommendation Notes
This is an administrative decision for the legislature which neither affirms nor abridges the liberty principles upon which we base our vote recommendations, therefore we are neutral on SB 453.
