Bill Analysis

This legislation would amend the Transportation Code to stop moving funding from the State Highway Fund (SHF) to Texas Emissions Reduction Plan (TERP), and move it to General Revenue - Dedicated Accounts for Certification. 

Vote Recommendation Notes

We support this legislation for it's commitment to limiting government. TERP was initially enacted in a quest to reduce nitrogen oxides, among other emissions by providing a grant program. The state of Texas has achieved significant reductions to emissions to the point that revenue put into TERP has exceeded the need for the program.  We support this legislation, because it would reduce funding to this program, which has served it's intended purpose and is now self sustaining in it's mission to reduce emissions, therefore eliminating the funding which will shrink the size of government funded programs.
