Bill Analysis
This bill seeks to prohibit the authorization of a certificate to pay a contractual obligation if a bond proposition was submitted to voters and failed within the previous 3 years and failed to be approved. Also increases the amount of information provided in the public notice, increases the window to 45 days, and must be posted on an internet website. Also allows for a petition process involving 5% or more of gubernatorial voters. HB 1399 is an identical companion.
Vote Recommendation Notes
This legislation would increase government transparency, help to curb the mounting threat posed by local debt, and makes government more accountable and responsive to the people. For these reasons we support this legislation on the grounds of limited government.
