No significant fiscal implication to the State is anticipated.

Bill Analysis

SB 1984 would work in conjunction with SJR 66 which proposes an amendment to the Texas Constitution to provide that the governor elected and lieutenant governor elected in 2018 would begin their respective terms at 10 A.M. on the day before the day that the Texas legislature convenes.

SB 1984 would change the obligation to canvas the election returns for the governor and lieutenant governor from the legislature to the office of the attorney general. 

Vote Recommendation Notes

While we understand the intentions of the bill, there are logistical obstacles that would potentially make it difficult to implement. The logistics of planning the governor and lieutenant governor's inauguration already occur on a compressed timetable. Removing two weeks will make it more difficult to plan. We are neutral on SB 1984.
