The legislation would amend Chapter 102 of the Health and Safety Code to
require the Cancer Prevention and Research Institute of Texas (CPRIT) to
develop a plan that specifies how the institute will become financially
self-sufficient and continue to operate without primarily state funds other
than patent royalties and license revenues realized as a result of projects
undertaken with money awarded through the cancer prevention and research fund.
The initial plan would be due to the legislature by December 1, 2016. An
updated plan would be due before December 1 of each subsequent year.

This bill was amended in the House committee, but we still support SB 197. The second chamber sponsor is Representative Keffer.
Requiring CPRIT to start taking the necessary steps for transitioning from a fully state-funded entity to a self-sufficient entity after its bond authority ends will help ensure CPRIT's financial self-sufficiency goal is achieved. We support SB 197 because it promotes our limited government principle.
