Bill Analysis

SB 183 would update Sec. 39.04 of “Violations of the Civil Rights of Person in Custody, Improper Sexual Activity with Person in Custody” to reflect that officials or employees of a juvenile facility who violate this statute would also be subject to the offenses listed. This bill would also remove defunct agencies from being listed within this statute.

Vote Recommendation Notes

This bill would protect the individual liberty of our youth from abuse of office committed within juvenile facilities. This bill would also bring clarity to who could be held liable to offenses listed in the “abuse of office”. We support this bill for supporting individual liberty and limited government.
