No significant fiscal implication to the State is anticipated.
This bill would create a Class A misdemeanor. A Class A misdemeanor is punishable by a fine of not more than $4,000, confinement in jail for a term not to exceed one year, or both. Existing resources can handle associated costs. Revenue from fines should not have a significant fiscal impact.
This bill will allow current concealed carry license holders to openly carry a holstered handgun without another permit, effectively replacing the current concealed handgun license with a new license to carry concealed or openly at the license holder's discretion. If the license holder intentionally carries on the property of another without consent, ignores notice, or fails to leave when requested to do so by the property owner, then the bill creates an offense punishable by a Class A misdemeanor.
