Bill Analysis

SB 1714 would allow higher education institutions to participate in a platform developed by the National Student Clearinghouse that helps facilitate the transfer and authorization of students' transcripts from two-year institutions to four-year institutions. 

Vote Recommendation Notes

After a student transfers to a four-year institution, they typically earn enough credits to be awarded an associate's degree at the original two-year institution. Four year institutions must request a student for authorization to release the transcript back to the two-year institution, who must then review the transcript to award the associate's degree.  SB 1714 would allow the participation of education institutions in a automated platform that would cause this process to be more efficient and less time consuming, with less administrative work.  This affirms the principle of limited government by removing regulation and promoting more efficient processes in higher education, therefore we support this legislation.
