Bill Analysis

This legislation would amend Transportation Code by adding Section 502.1931 relating to the disputed payment by a credit card or debit card of a vehicle registration fee. If a credit card or debit card payment for vehicle registration is given to the tax assessor-collector as a disputed payment, the assessor-collector would certify non-payment and direct law enforcement to attempt to collect a payment. If attempts for receipt of payment fail, law enforcement would then remove the license plates and registration verification from the person's vehicle and return them to the county tax assessor- collector.

 

Vote Recommendation Notes

We support this legislation as it supports individual personal responsibility. The law currently allows for a similar process if a person bounces a check when attempting to pay their vehicle registration fee. This bill allows for the fee to be collected regardless of whether the form of payment is by check or by debit or credit card. We support SB 1451.
