Bill Analysis

SB 1162 seeks to make non-substantive statutory revisions to make Special District Local laws and information more readily accessible to the public by codifying them in one place.

As the bill author's statement of intent helpfully explains: "Today, the law governing many special districts can only be reliably located in multiple volumes of the session laws. Eventually, each local law that governs a special district will be codified in the Special District Local Laws Code. The intent of S.B. 1162 and the Texas Legislative Council's statutory revision program is to make this information more readily accessible to the public."

Vote Recommendation Notes

This can properly be viewed as a consolidation of already existing laws into one place in statute - the Special District Local Laws Code. While it may be good policy, this is in essence a "cleanup" bill that does not interact with our liberty principles. We are neutral on SB 1162.
