Bill Analysis

This legislation would amend Government Code, and cause the Texas Military Preparedness Commission to be subject to Sunset Review in 2027. Also, oversight of the Texas Military Preparedness Commission is moved from the Texas Economic Development and Tourism Office to directly under the Governor's office.

Vote Recommendation Notes

Currently the Military Preparedness Commission has oversight by the Texas Economic Development and Tourism Office, which itself is under the Office of the Governor. This legislation will move the Commission to be overseen directly by the Office of the Governor, which we view as a more appropriate place considering the goals of the Commission are to "preserve, protect, expand, and attract new military missions, assets, and installations." The goals of the Commission do not fall under the usual economic development or tourism categories. We support this legislation under our limited government principle because it aims to increase efficiency by placing the Commission under the direct authority of the state official with the power to call in the National Guard and activate the Texas Military Forces.
