First chamber analysis below: 

HB 786 seeks to make public employers develop a written policy supporting the practice of expressing breast milk and providing reasonable accommodations for employees to express breast milk. An employee of a public employer is entitled to reasonable time and a private place, other than a bathroom, to express breast milk (the process of taking breast milk from the breast without the baby needing to suckle) at their workplace. Public employers may not discriminate against an employee asserting their rights under this chapter. 

Vote Recommendation Notes

While it is unfortunate that women's breastfeeding rights would need to be protected in workplaces within the State's own political subdivisions, we remain neutral on social issues such as these.
