Bill Analysis
        HB 763 seeks to amend the petitioning process for state agency rules by requiring at least 51% of the total signatures be from Texas residents. HB 763 also clarifies the definition of "interested persons" as: Texas resident, business entity located in Texas, governmental subdivision located in Texas, or a public or private organization located in Texas that is not a state agency.        
    
        
        Vote Recommendation Notes
        HB 763 would clarify that state agency petitions must be signed by a Texan majority. This is a sensible change to the petition process which proposes a check on government growth. State agencies are funded by the taxpayers, so in our American tradition of "no taxation without representation" we believe the actions taken by an agency which require a citizen petition ought to be signed by a majority of Texas taxpayers.
