Bill Caption
Relating to the exemption from vehicle registration for certain farm vehicles owned by a farmers' cooperative society or marketing association.
Fiscal Notes
No significant fiscal implication to the State is anticipated.
Bill Analysis
The bill would amend Chapter 502 of the Transportation Code, regarding the registration of
vehicles.
The bill would amend Section 502.146 to exempt from vehicle
registration requirements a vehicle owned by a farmers' cooperative society or marketing
association, as defined under Chapters 51 and 52 of the Agricultural Code, and used by members
of the society or association for a fee. The bill would also amend the law to allow a vehicle owned by a farmers' cooperative society or marketing association to be issued a
specialty license plate.
Vote Recommendation Notes
This bill would grant exemptions to vehicles from getting registered because they are owned by an agricultural or farmers cooperative. While we oppose such exemptions generally, this bill would align the registration requirements for these vehicles with vehicle registration exemptions already available to traditional farms. We are neutral on HB 72.
Senate sponsor is Senator Rodriguez.
