Bill Analysis
HB 66 would prohibit the commissioner of education from lowering an accountability performance rating based on students' performance on standardized tests who have limited English proficiency for two years after their initial enrollment in a public school. Data regarding limited English proficiency students' performance on standardized tests would be required to be included in each campus' report card on school performance.
Vote Recommendation Notes
This bill affirms the principle of limited government, therefore we support this legislation. The proper role of government includes accurately monitoring the performance of government schools and judging a school based on accurate factors. Students who have recently come to the United States and have limited English proficiency may not initially perform as well on certain standardized tests, but that does not mean that the school itself is not performing well. HB 66 allows for a more accurate assessment of public schools.
