Relating to the information required to be posted by the Texas Water Development Board on the board ’s Internet website regarding the use of the state water implementation fund for Texas.

No significant fiscal implication to the State is anticipated. 

Bill Analysis

HB 280, if passed, would modify the Water Code (Section 15.440) by requiring the Texas Water Development Board to require additional information on its website as related to the state water implementation fund (SWIFT). Currently the only information required are the expected due date and the status of a given project.

For each regional planning area the Board would be required to list the status of loan repayment, the check register for the project, a description of the investment portfolio, the expenses incurred, the rate of return on investment, a description of the point system used, any nonconfidential financial assistance information, administrative operating expenses, and any other information required by board rule.

5/9/15 Update: This legislation as reported to the Senate floor has not been amended since we originally supported it in the House. Our support remains. The second chamber sponsor is Senator Perry.

Original House Recommendation Below:

HB 280 is a good bill in that it would increase government transparency and accountability. Increasing the amount of information available to the public regarding SWIFT can only help increase accountability. As such we support HB 280.
