Fiscal Notes

HB 2717 creates a negative impact of ($123,000) through the biennium ending August 31, 2017. For each year following the biennium, a negative impact of ($52,000) is expected.

Bill Analysis

HB 2717 seeks to provide hair braiders an exemption from the State's barber license, specialty instructor license, and special shop permit requirements that apply to barbers and cosmetologists. 

Vote Recommendation Notes

HB 2717 would deregulate the occupational licensing regime for hair braiders who do not use chemicals or adhesives in practicing their trade. This is an excellent step in the right direction.

The occupational license requirements that this bill would remove simply serve the purpose of elevating barriers to entry and protecting entrenched business interests with a shield from unwanted competition. In fact, that is the case with most occupational licensing schemes. Doing away with such requirements would be a clear move in the direction to promote liberty and free markets in Texas.

As the legislature wisely considers deregulating the hair braiding industry, this may be a good opportunity to visit the occupational licensing issue more broadly and look for other areas to deregulate as well. This legislation promotes free markets, individual liberty, personal responsibility, and limited government. We support HB 2717.
