Bill Analysis

HB 2449 would require the Commissioner of Education to create a grant program to assist certain districts for covering the cost of educating students with disabilities who are residing in care and treatment facilities, other than state schools, or in residential placement facilities, and whose parents or guardians do not reside in the district providing education services. A school district would be eligible to apply for a grant if the district does not receive sufficient funds from the state or the federal level. The bill would require a school district that receives a grant to educate the students in the least restrictive environment that is appropriate to meet the students' educational needs.

Vote Recommendation Notes

There is no funding threshold or information about the appropriation of money for this grant program, therefore it is impossible to use the financial impact to evaluate the program.  At best, this bill attempts to address a school's extraordinary costs via grants. Due to this conflict, we remain neutral on HB 2449.
