Bill Analysis
Under current code, local telephone exchange companies put unclaimed money into a rural scholarship fund. HB 227 would allow a local telephone exchange company also to deliver
unclaimed money to a rural economic development fund to enable rural,
low-income, underserved areas to promote or support economic development
and stimulate infrastructure development in those areas. The bill would increase the maximum annual delivery amounts from $800,000 to $1 million for each of the two funds.
Vote Recommendation Notes
This bill would create a new fund for unclaimed money that would have been otherwise delivered to the General Revenue fund (hence the negative fiscal note). There is no discernible connection to our principles of liberty, therefore we are neutral on HB 227.
