Fiscal Notes
No significant fiscal implication to the State is anticipated.
It
is assumed available grant funding would be able to cover the cost of
mental health first aid training for school district employees and
resource officers. Some school districts may experience an increase in
costs for substitute teachers to cover classrooms while teachers were
receiving training.
Bill Analysis
The bill authorizes the department to make
grants to local mental health authorities to provide an approved mental
health first aid (MHFA) training program, administered by mental health
first aid trainers, at no cost to school district employees and school
resource officers.
Vote Recommendation Notes
While we do not oppose broadening the list of school district personnel
who are eligible to receive mental health first aid training, this does
not mean we condone the MHFA program itself. We remain neutral on SB
133.
