This bill is substantively the same as when we reported on it in its original chamber. We continue to support HB 2084. The second chamber sponsor is Senator Hinojosa.

Original chamber analysis below:

The bill would amend Chapters 533 and 534 of the Government Code by requiring the Health and Human Services Commission (HHSC) to ensure transparency of premium payment rate setting in Medicaid managed care programs and the Children's Health Insurance Program (CHIP) by providing additional information in actuarial reports. The bill specifies that the reports should identify and describe methodologies, data sources, assumptions, multipliers, and factors. The methodologies would be required to describe how the executive commissioner sets the rates as well as how the executive commissioner determined the rates were actuarially sound. The reports would need to be published in a format that allows readers to trace data and formulas.

The additional information as required by this legislation would enhance transparency in actuarial reports for these government programs. We support HB 2084 because it promotes our limited government principle.
