Local Government

The bill would require the governing board of the Blinn Junior College District to direct a proportionate amount of the district's contact hour formula funding and the tuition and fees generated by the district to each district campus with a student enrollment of at least 1,000 based on the percentage of the total amount of tuition and fees collected at that campus. Based on information provided by Blinn Junior College, implementing the provisions of the bill would reduce funding to the Brenham campus due to the proportionate distribution of funds required by the provisions of the bill and could result in cuts to academic programs and extra-curricular student activities and services at the Brenham campus.


Bill Analysis

HB 1903 would amend the Education Code to require the governing board of Blinn Junior College District, beginning with the 2016–2017 state fiscal biennium, to direct a proportionate amount of the total amount of funds the district receivess to each district campus with a student enrollment of at least 1,000 based on the percentage of the total amount of tuition and fees collected at that campus.
