Bill Analysis
The bill would add Chapter 172 to the Health and Safety Code to require a hospital or birthing center to allow a woman who has given birth in the facility or her spouse to take possession of the delivered placenta in certain circumstances. The bill would require the Department of State Health Services (DSHS) to develop an acknowledgement form and educational information for facilities to provide to a woman or her spouse who take possession of the delivered placenta.
Vote Recommendation Notes
The purpose of this legislation is to authorize a person to take a delivered placenta home. This allows a person to exercise their property rights.
We support HB 1670 based on the grounds it supports our private property rights, individual liberty, and limited government principles.
