Fiscal Notes

No significant fiscal implication to the State.

Local Government

School districts and open-enrollment charter schools may have fewer administrations of EOC retests in Algebra I, English I, and English II, or may have increased Texas Success Initiative assessment administrations. However, the cumulative fiscal impact of such administration changes is not expected to be significant. 

Bill Analysis

HB 1613 would require the State Board of Education to create a chart showing the alignment between the curriculum standards with the College & Career Readiness Standards. This bill would also eliminate duplicate testing for students by exempting them from the Algebra I or the English I and English III end-of-course (EOC) assessments if the student is enrolled in a college preparatory mathematics or English language arts course and satisfies the requirements of the Texas Success Initiative (TSI) assessment.

Vote Recommendation Notes

This bill affirms the principle of limited government. A function of limited government is to administer appropriate testing for students in public institutions of education. This would eliminate unnecessary testing for particular students who have demonstrated in other ways that they are proficient in the subject matter. For this reason, we support HB 1618.
