No significant fiscal implication to the State.

Local Government

There could be costs to a county that chooses to establish a digital message display system. However, it is assumed that a county would establish a system only if sufficient funds were available or it would not result in a negative fiscal impact; therefore, no significant fiscal impact is anticipated.

First chamber analysis is below: 

HB 1542 would authorize the Department of Public Safety (DPS), the Department of Motor Vehicles (DMV), or the commissioners court of a county to enter into an agreement with a public or private entity for a digital message display system to report department or county information, news, and approved digital advertisements

Vote Recommendation Notes

This bill would allow specific agencies in a county to decide whether or not to install a digital message display system and there is no discernible connection to the principles of liberty. We remain neutral on HB 1542.
