5/20/15 Update:

This bill is substantively the same as when we reported on it in its original chamber. The engrossed version of the bill would remove one disclosure requirement that was previously included in the filed version. We continue to remain neutral on HB 1514. The second chamber sponsor is Senator Creighton.

First chamber analysis below:

The bill would require qualified health plan (QHP) issuers to include additional criteria on the identification cards that are currently provided to QHP enrollees. The identification card would be required to include the QHP acronym; or if the enrollee receives advance payment of the premium tax credit, the acronym QHP-S.

Second chamber analysis below:

The bill would require qualified health plan (QHP) issuers to include additional criteria on the identification cards that are currently provided to QHP enrollees. The identification card would be required to display the QHP acronym.

5/23/2015 update: 

No changes have been made to this legislation in the Senate committee. The Senate chamber sponsor is Creighton. 

First chamber recommendation: 

Since QHP identification cards are already regulated by other chapters of the Insurance Code, this legislation does not represent an enlargement of the size and scope of government which would offend our limited government principle. This bill would merely require additional disclosure requirements to be included on the identification cards.

We remain neutral on HB 1514 because it neither abridges nor advances our liberty principles.
