Relating to training for peace officers and first responders on acquired and traumatic brain injuries.

Fiscal Notes

No significant fiscal implication to the State is anticipated.

The bill would amend the Occupations Code to require the Texas Commission on Law Enforcement to work in collaboration with certain entities to establish and maintain two training programs for first responders and/or police officers on the effects of traumatic brain injury and interaction techniques with individuals with traumatic brain injury. It is assumed any costs associated with implementing the provisions of the bill could be absorbed within existing resources. 

Bill Analysis

HB 1338 would require the Texas Commission on Law Enforcement to train peace officers and first responders how to identify and interact with people who have suffered traumatic brain injuries, including specifically trauma affected veterans.

Vote Recommendation Notes

While this additional training may be beneficial, this legislation neither affirms nor offends our liberty principles. For this reason we are neutral on HB 1338.
