Relating to the confidentiality of personal information concerning certain employees currently or formerly involved in the Texas juvenile justice system.

Fiscal Notes

No significant fiscal implication to the State is anticipated.

The bill would amend the Government and Tax Code to prohibit certain personal information of current and former employees of the Texas Juvenile Justice Department or of juvenile justice programs or facilities from being public information. 

Bill Analysis

This legislation would exempt from public disclosure information that relates to the home address, home telephone number, emergency contact information, or social security number of employees or former employees of the Texas Juvenile Justice Department or related programs or facilities.

The protections provided for under this bill are already provided in statute for people occupying a number of criminal justice related positions. 

Vote Recommendation Notes

It is important in a free and civil society to have transparency in government; including transparency about out government officials. Because of the nature of their work, people connected with the juvenile justice system may be victims of violence or threats of violence at a higher rate than most people. It makes sense to allow them to keep their personal address private in order to prevent them or their families from being harassed at home. It is our view that this bill would protect the individual liberty of civil judges without impinging on transparency. For this reason we support HB 1311.
