Bill Analysis

This bill would amend election code to allow a voter to deliver a marked ballot in person to the early voting clerk ’s office only while the polls are open on election day. A voter who delivers a marked ballot in person must present an acceptable form of identification.

No amendments or modifications have been made to the bill since we reported on it.

First chamber recommendation:

We support this legislation under the individual liberty principle. Participating in the electoral process is every Texans civic duty. If a citizen marks a mail-in ballot and then decides to deliver the ballot in person on election day they should be free to do so. For this reason we support HB 1308.
