Bill Analysis
The State Board of Education is currently permitted to admit a person to
an educator preparation program if the individual has not obtained the
required grade point average if up to 10 percent of the total number of
people admitted to the program in a year fail to satisfy that requirement. HB 1300 would amend the
Education Code to add the condition that each person so admitted performs, before
admission, at a satisfactory level on an appropriate subject matter
examination for each subject in which the person seeks certification.

No changes have been made to this bill. The second chamber sponsor is Senator Seliger.
This bill affirms the principle of limited government. The government has a responsibility to ensure that programs admit qualified people, since these people will continue on to become teachers in schools. This bill would add an additional condition to ensure that people are not admitted simply due to a technicality and have satisfactory performance on the subject matter that they wish to be certified on. For this reason, we support HB 1300.
