Bill Analysis

House Bill 1112 would amend the Government Code to expand the kind of projects a defense adjustment management authority can conduct.

In addition to the projects it can already conduct, tt would allow a defense adjustment management authority to conduct job training programs for jobs in the health care, technology, or oil and gas industries, as well as projects that relates to a public purpose of the district for which the authority receives a grant through a competitive grant program administered by the federal government or the state of Texas, including a program administered by the Parks and Wildlife Department, the Texas Department of Transportation, or the Texas Workforce Commission.

Under current law, a defense adjustment management authority is already allowed to conduct certain projects, including job training programs. House Bill 1112 would specify the type of projects it can conduct to job trainings for three specific industries, hence increasing the scope of government. This is an administrative or clarifying bill that does not directly intersect with our liberty principles, therefore we are neutral.
