Bill Analysis

The bill would amend Chapter 41 of the Health and Safety Code to authorize the Department of State Health Services (DSHS) to include insurance premium payment assistance as a benefit to individuals served by the Hemophilia Assistance Program.

This legislation would authorize DSHS to direct existing funds to assist individuals with paying their insurance premiums. Since expanding DSHS financial assistance options would not require an increase in spending, we remain neutral on HB 1038.
