Summary: SB 198 would prohibit Property Owners Associations from including provisions in contracts that would restrict property owners from xeriscaping their yards.

Analysis: SB 198 would represent an unnecessary expansion of government. Private companies and private individuals should be allowed to choose what goes into contracts that they voluntarily enter into. This is not a place for the government to interfere.
