Bill Analysis

Summary: Current law does not protect fully protect the civil rights of individuals in custody located in a juvenile facility. SB 1772 would include juvenile facilities in Section 39.04 of the Penal Code to expand the offenses of violation of the civil rights of a person in custody and of improper sexual activity in custody to make such offenses applicable to officials, employees, and volunteers of a juvenile facility.

Analysis: SB 1772 would increase the protection of individuals in custody from improper conduct by facility employees. This bill promotes individual liberty and accountability for juvenile justice officials. We recommend voting YES on SB 1772.
