Fiscal Notes

No fiscal implication to the State is anticipated. Because the bill would not have statewide impact on units of local government of the same type or class, no comment from this office is required by the rules of the House/Senate as to its probable fiscal implication on units of local government.

Note: SB 1771 is identical to HB 2617 which passed the house via the local and consent calendar on 4-25-13

Summary: This legislation would expand the Cibolo Creek Municipal Authority to encompass service areas in San Antonio, Schertz, Cibolo, Selma, Randolph Air Force Base, Live Oak, and Universal City. 

Analysis: This bill would change the boundaries of the Authority which provides regional waste water services. The committee report states that this would allow residents currently receiving services, but outside the Authority's boundaries, to vote in Authority elections and have representation on the board of directors. This legislation benefits individual liberty to the extent that it grants voting rights to individuals served by the Cibolo Creek Municipal Authority but not currently able to vote on relevant to the Authority. We support SB 1771.
