Summary: SB 1680 would modify how state agencies conduct contractual agreements with vendors, providing a list of requirements for state agencies to follow. Analysis: SB 1680 would make internal, administrative changes within current state processes and modify some procedures to include new requirements. Because this legislation would modify government's current actions, this does not limit government's scope. Furthermore, these changes are based on the assumption that they will create greater efficiencies. At this time, it is not definite that these changes would lead to decreasing the cost for taxpayers. As a result, because this legislation neither offends nor directly supports our Liberty Principles, we are neutral.
