Bill Caption

Relating to the annexation by a municipality of territory of an emergency services district.

Fiscal Notes

No fiscal implication to the State is anticipated. LBB notes: The fiscal impact for costs and revenue collected would vary depending on the area being annexed and could not be estimated until all aspects of the annexation are known.

Bill Analysis

Summary: This legislation would require a municipality, upon completion of annexation procedures, to provide written notice to the governing board of the emergency services district (ESD) of the intent to remove the territory from current emergency service jurisdiction, and the subsequent agreement for the sole administration of emergency services by the municipality. Additionally the municipality will be required to provide equal or greater service in the annexed territory.

Analysis: This legislation neither uplifts nor offends our liberty principles, therefore we will remain neutral on the issue.
