Bill Analysis

Summary: SB 1451 would attempt to address the issue of "structuring" where a criminal organization deposits money in small increments to avoid detection. This bill would allow a civil suit to be brought against a criminal organization to recover "substitute property" which is property other than the contraband.

Analysis: We were neutral on HB 3138, which was the identical House companion. SB 1451 does not fall under our liberty principles, therefore we remain neutral.
