Bill Analysis

Summary: A previous Texas Legislature created the Texas Forensic Science Commission to investigate complaints alleging professional negligence or misconduct. SB 1238 would change current duties and the composition of the commission. This bill would require the governor to appoint all nine members of the Texas Forensic Science Commission instead of the lieutenant governor and attorney general appointing some. This bill would prohibit the commission from issuing a determination or a finding as to whether professional negligence or misconduct occurred in an investigation initiated by the commission. This bill would establish that the commission is attached to Sam Houston State University.

Analysis: SB 1238 does not fall under any of our liberty principles, and we remain neutral.
