Estimated Two-year Net Impact to General Revenue Related Funds for SB11, Committee Report 1st House, Substituted: a negative impact of ($1,237,789) through the biennium ending August 31, 2015. The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill.

Bill Analysis

Summary: SB 11 would amend the Temporary Assistance for Needy Families (TANF) program to make recipients subject to drug use screening assessments. If the screening gives probable cause, the recipient must submit to a drug test for controlled substances. One failed test would be result in a six month suspension from the TANF program, the second would be a twelve month suspension and the third failed test would result in a lifetime ban from the program. If a minor’s parent is removed from the program under this new provision, there will be a protective payer system established to ensure that the children receive the assistance without it first filtering through the suspended or banned parent.

Analysis: SB 11 promotes personal responsibility and prevents taxpayer dollars intended to be used for temporary social welfare from being used to support use of illegal drugs. We support SB 11.
