Summary: SB 1169 would continue the Texas Water Conservation Advisory Council as well as implement several other Sunset Review recommendations. Changes would include requiring water utilities that receive state finances to address water loss and consider drought contingency plans.
Analysis: SB 1169, if passed, would represent an increase in government because the legislature has a chance to eliminate a current government program. However, water conservation is a key issue in this state and needs to remain a priority. We are neutral on SB 1169.
