Relating to the amount of a chargeback for unemployment compensation benefits paid to a person who is partially unemployed.

Fiscal Notes

No significant fiscal implication to the State is anticipated. No fiscal implication to units of local government is anticipated.

Bill Analysis

Summary: Under current law, if an individual works two jobs but loses one of them, the employer who still employes the individual may have to pay chargebacks for unemployment. This requires an employer to pay unemployment compensation for someone they still employ. HB 916 clarifies the law regarding when unemployment chargebacks would be due by an employer.

Analysis: By making a clarification to the law, this prevents employers from having to pay unemployment chargebacks they ought not have to pay. This supports free markets by preventing businesses from having to subsidize the unemployment costs of other businesses.  We encourage the Legislature to support HB 916.
