Bill Analysis

Summary: Under current law, Prairie View A&M University is excluded from the Research Development Fund (RDF). HB 870 amends the Education Code to remove the prohibition on including Prairie View A&M as a recipient of RDF funds.

Analysis: HB 870 eliminates an unnecessary prohibition preventing a qualified university from accessing research funds that other universities in Texas are eligible for. This constitutes the removal of an unnecessary regulation and serves to further limit the scope of state government. We encourage the Legislature to vote for HB 870.
