Analysis: HB 613 would represent an increase in government regulation through occupational licensing. Homeowners are able to choose their own repairmen and have plenty of resources to do their due diligence in contracting with a reputable service provider. It is not the government’s role to decide who the homeowners should or should not choose. Increasing regulation leads to increases in costs and stifles market competition. Private certification programs are available and widely recognized for most occupations. Voluntary participation in these certification programs is a way for businesses to enhance their credibility and distinguish themselves from noncertified competitors. This free market based system is far superior to government regulation. We oppose this legislation.
