Bill Analysis

Summary of Legislation: This legislation requires The Department of State Health Services (DSHS) to designate a non-profit organization to administer the Glenda Dawson Donate Life-Texas Registry. This legislation creates The Glenda Dawson Donate Life-Texas Registry fund as a trust fund aside from the General Revenue to be held by the Comptroller. The Glenda Dawson Donate Life-Texas registry will be paid on a monthly basis from the funds collected by TxDMV's voluntary donation account. This bill expands the voluntary donation opportunity from an original driver's license to include renewals, personal identification cards, vehicle registration, and to provide and maintain an electronic donation opportunity on the TxDMV website. Additionally this bill authorizes TxDPS to take up to 5% of the donated dollars to cover reasonable expenses for administration.

Analysis: The Glenda Dawson Donate Life-Texas Registry collects voluntary donations to facilitate organ, tissue, and eye donations. This bill is intended to ensure that donated funds are used for, and only for, the donors intended purpose.  This bill would ensure that the registry has all the appropriate tools and ability to increase tissue and organ donations and ensure that the registry is run efficiently in an effort to save the lives of Texans.  This bill promotes honesty and transparency, and expands opportunities for the public to support this charity. We encourage legislators to vote in support of HB 519.
