Bill Analysis

Summary: HB 47 seeks to update handgun licensing statutes which were written over a decade ago. This legislation would: 

  • Remove the continuing education requirement to renew a concealed handgun license and, instead, requires the completion of a handgun proficiency course.
  • Reduce the minimum number of hours for instruction from ten to six and removes the time cap of fifteen hours.
  • Clarify what is included in the classroom part of the instruction.
  • Allow the Department of Public Safety to offer or allow a qualified instructor to offer the classroom portion of the course online.

Analysis: HB 47 is updating old code regarding handgun licensing. Allowing the classroom portion of the course to be online creates new options to possibly save time and money. Additionally, the minimum hours required has been reduced but the time cap has been removed. This bill lowers the burden on individuals to obtain a concealed handgun permit. We recommend voting yes on HB 47.
