Summary: HB 3815 mandates the suspension of an individual's driver's license for ten years if this individual has been convicted four or more times for DWI-related offenses.

Analysis: HB 3815 would elevate the consequences of a very serious offense after repeated convictions for the same. An individual who has multiple convictions for drunk driving clearly has not been deterred from continuing to commit the same offense. This would create a higher degree of responsibility on the part of the individual upon a fifth conviction. We support HB 3815.
