Summary: HB 3234 would clarify the application process for water rights from the Texas Commission on Environmental Quality. The bill lays out what is required of TCEQ, the individual, what the expected timeframe for each process is supposed to be, as well as the appeals process.

Analysis: HB 3234 would make it easier for both sides to complete this process. Also, by codifying the process in statute through legislation, the TCEQ increases its transparency which is a way to limit government.
